The discussion keys on management of the Virgin River and its tributaries. The river was designated as "Wild and Scenic" in 2009. The proposals now being considered seek to find ways to protect the river while also allowing people to enjoy the park.

Many people value solitude as an important quality in national parks, and the proposals deal with how to balance that with the growing number of visitors. Options include placing more restrictions on the number of people who can visit certain areas in the park, and engage in certain activities.

The Deseret News has this article about the proposals.
